The Nordic-Baltic
Cognitive Security
Network

The Nordic-Baltic Cognitive Security Network investigates cognitive threats by mapping the tactics used by malicious actors and analyzing social and technical vulnerabilities. We foster long-term cooperation through joint research, training, and policy engagement, so that we can integrate insights from psychology, media studies, cybersecurity, and political science.

Thinking cognitive security across borders and disciplines

The geopolitical landscape has changed dramatically in recent years, and Europe’s role and security position have experienced profound shifts. Russia's attack on Ukraine initiated the largest European war since World War II. At the same time, Europe is under daily hybrid attacks, a "silent war" with active efforts to influence our decisions, elections, and social cohesion through psychological warfare, sabotage, and even assassinations.  It is not a hot conflict like Ukraine, but it is neither peace.

These developments blur traditional distinctions between military defence and broader societal security. The rise of social media and AI-driven information tactics enables hostile influence operations to reach vast audiences instantly, making civilians as much targets as military personnel.  But it does not stop there - security threats now encompass a wide range from physical sabotage to sophisticated cyberattacks.

The Nordic-Baltic region comprises (alphabetically) Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden.  Sometimes they are referred to as the Nordic Baltic Eight, or just NB8.  The countries have hundreds of years of history and trade, they have strong common roots, strong democracies, a high level of digitalisation, and together, they are the world’s eleventh-largest economy. They are now all members of NATO, and in the new geopolitical reality, they find themselves in a delicate geographical position.
